Portal das Financas: Applying for NHR

The NHR (Non-Habitual Resident) scheme is a low tax incentive introduced by the Portuguese Government in 2009. It is open to new residents who have not been taxed in Portugal during the previous five years. The applicant, if successful, then has access to reduced tax bands for their foreign (and potentially Portuguese) income including pensions.

Signing Up to the NHR Scheme

It is possible to sign up to the NHR scheme in person but with COVID restrictions it is probably easier to do it online via the Portal das Financas.

Once you have logged into your account, go to your area (A Minha Área) and on the left you will see a Menu. Choose Todos os Serviços (All Services) and then you will see a long list of links to the areas in the Portal. Scroll down to Dados Cadastrais (Registration data) and you will see a section called Residente Não Habitual, click on this and you will have three options – Entregar, Gerir and Consultar (Deliver, Manage and Consult). To sign up you will need to click on Entregar. Once you have filled in all your details, you can submit your application and then it will be set as pending. You can go to Consultar to see the progress on your application.
